Principles of Open Access to research literature were first articulated in the Budapest Open Access Initiative (BOAI) in 2002, and affirmed in 2012.
Stemming from this event, in recent years it has become common for research funding from governments and other agencies to require that published outputs of funded research be made openly available. Increasingly, such expectations are being applied to research data as well.
